it's difficult to imagine any procedure initiated within ICANN that
wouldn't primarily serve this purpose. ICANN is responsive to IPR
interests specifically and, more generally, other incapable of de-
fining themselves in focused, positive terms. and thus it falls to
an entity like the *non*commercial constituency -- defined as a ne-
gation -- to represent (literally) myriad other issues and concerns:
irony, parody, fair use, ambiguity, polyvalence, etc.
