Why then does your website list as members the following chapters?

19. ISOC-Mexico (chapter = non-voting) 
24. Internet Society of Ghana (chapter = non-voting) 
31. Society Internet, Sezione Italiana della Internet Society (Italy Chapter 
of the Internet Society) (chapter = non-voting) 
46. Internet Society - Bulgaria (chapter = non-voting) 
80. ISOC Polska (chapter = non-voting) 
93. Internet Society Los Angeles Chapter  (chapter = non-voting) 
96. ISOC-BENIN (chapter = non-voting) 

Perhaps you can clarify this statement.  

P.S.
I am not a member of the Business Constituency and neither are any of the 
other members of the NY ISOC chapter.
