This is a proposal for a proceedure consensus point for the NCC on the
reform proposal.

1.  I would like people to propose and debate specific items for consensus
on the reform proposal.
2.  I would like the Adcom to pool the membership on those proposals.
3.  I would like the results provided to to reform committee.

We are way behind several constituencies on input on the reform process.

Votes for or against specific proposals would both be interesting.   For
example, suppose the idea of the ITU having discussions on ICANN policy
making boundries was accepted *or* rejected by a vote.... that would be
useful data.   Like wise for issues like the proposal to have the ICANN
board elect (or accept) nominees to the ICANN board.  One that I would like
a vote on would be to require unelected members of the current board step
aside in any radical reshuffling of the board.  Milton and I posted some
consensus points earlier, and they could be the basis for a ballot too.
