FINAL NOTICE TO PAY
March 15, 2002

RE: Overdue Invoices - DNSO Contributions


Dear Non-Commercial Domain Name Holders Constituency,

Following up on the show-cause notice we sent you on February 1, 2002, our
records indicate that your DNSO contribution still has not been fully paid.
We thank you for the payments totaling $800.00 that have been received since
the show-cause notice.  The current amount due for your constituency year
2001 contributions is $9,096.

The Names Council has adopted a sanctions program for the year 2001 and
beyond for constituencies who are delinquent in their contributions.  A
description of these sanctions can be found at:

In accordance with the above Names Council decisions a notice appeared on
the DNSO website after a 60 day period.  A show cause notice was issued on
Feb. 1, 2002.  A 5% late fee of $494.80 was levied on Feb. 1, 2002.  This
fee will be added to the Constituency's dues for 2002 DNSO budget year.  An
additional 5% late payment fee of $ 454.80 has now been levied and is due
with the 2002 DNSO dues, for a total of $949.60.

The response of the Non-Commercial Domain Name Holders Constituency to the
show-cause order has been received and will be provided to the Budget
Committee of the Names Council for consideration.

Failure to pay will result in your voting right being withdrawn sixty days
from the date of this Notice which will be on May 13, 2002.

We would appreciate your urgent attention in this matter.
