GA meeting morning session of Accra, Ghana.  

ALSC (Pindar Wong, Esther Dyson) and NAIS (Allen Davidson, Svensen…)
reported their common concerns at the moment. Their arguments are 

In coming November, 2002, 9 Board Directors will expire, and without the
amendment of Bylaw up to that time, the number of Board Directors would be
shrunk to 10. Therefore, they recommend Board to note two things; It was
spoken by Allen Davidson (CDT)

1)	Guarantee the debate on how the present seats of At-Large
Directors could not disappear
2)	Confirm the broad support to the participation mechanism of
At-Large Members in decision making process of ICANN (not election
mechanism) 

And Hans Klein announced one draft consensus document, one product of last
Sunday meeting among NAIS, ALSC, ICC and other people concerned with
At-Large issue.

Draft Consensus Statement

1.	The basis of legitimacy in ICANN is and should continue to be
achieved by the representation of users, technical experts, service
providers, and other stakeholders on the board
2.	User representation on the Board is and should continue to be
achieved by the election of directors by the At Large Membership
3.	We are committed to the creation of an At Large Membership
Organization to facilitate public participation in the activities and
operations of ICANN

As you see it, the phrase of "representation of users, technical experts,
providers" that ALSC had used for the purpose of reducing the number of
At-Large Directors to 1/3, has just come back. And "direct" election that
had been frequently emphasized has also disappeared. ALMO (At Large
Membership Organization, maybe one interesting variant of ALSO - At Large
Supporting Organization) that has never been accepted in Structure Task
Force of Names Council by NCDNHC and GA representative. 

I hope those concerned with this initiatives would provide more correct
and clear accounts for this rough coverage.
