Ira Magaziner, a former United States government official who played a key
role in the creation of the Internet Corporation for Assigned Names and
Numbers, said that he was "disappointed" in the organization and that ICANN
"could use some external force now that would require it to rethink and
reform in a democratic direction." He also felt that "there needs to be a
broader representation of consumers and NGOs than now exists."
