Your proposal on the procedure to be followed
makes perfect sense. In fact, it conforms exactly 
to what I did.

The Names Council meeting deferring the .org
proposal was December 13 morning. On the 
evening of Dec 13 I sent a message to the 
constituency entitled 

"IMPORTANT: Need guidance from you regarding .org" That's same day service, folks. 

That message laid out the problem and asked whether
the constituency supported a shift to an unsponsored, 
unrestricted format. Most of the feedback I got indicated that the U,U direction was best. 

It was obvious that Vany and Kent were trying to
use the delay to build support for their discredited
notion of a restricted domain, but I recognized that 
as outside the constituency's consensus and proceeded 
with a new draft based on the U,U model.

That draft was sent to the constituency Dec. 23, 
the same day it was sent to the task force.

It should be obvious why it is impossible to 
develop a full consensus or vote within the 
constituency before going to the Task Force in this 
case. We have only until a January 3rd teleconference.
Important decisions and negotiations will have
to be made at that meeting. The processes must
be performed simultaneously. 

So the result is that I am working very hard
over what is supposed to be a holiday, holding
together a consensus both within and across
constituencies. 

Some more common sense. I'm sure
the vast majority of our members recognize this,
but it may be useful to reiterate it: 
YJ, Vany and I were elected to represent the 
constituency on the Names Council. I have a good sense 
of what the members of this constituency want on
the .org issue, and when it gets down to the
doption of a final draft you will have to trust
your elected representatives to carry those principles 
forward. The constituency as a whole cannot directly
act in this case; if it could, there would be no
need for a Names Council and representatives at all. 

Also keep in mind that chairing a NC Task Force, if
it is one with any importance at all, is a 
demanding and high-pressure task, and that your
representatives could use some moral support as well
as comments and criticism.

1.  You acknowledge that the constituency does not
share your views about requiring that dot org be
restricted.

2.  Milton agrees to submit proposals to the constituency
prior to submitting them outside the constituency unless
there is a deadline imposed from outside that prevents that.
And in that case I propose that Milton at least submit
the proposals in parallel.  Given the huge amount of email
that certain members of this constituency generate,
I believe it would be reasonable for Milton to give a
cutoff time for comments.  Otherwise, we will email any
proposal to death, to say nothing of continuing to drive
from the list people who don't have the time to read 20 - 30
postings per day from the ncdnhc alone.
