Right, but it shares in the Internet governance. Up to now at Internetional 
level. Now at US level.

Stuart's proposition is a domestic issue inteeresting the USA; Canada and 
Asutralia from what I gather. May be the Tuvalu and the Caicos too due to 
the recent purchases of .cc and .tu.
