The problem that you pose is a huge one, but isn't there a simpler answer?   
Rather than drastic measures, can we find out why the domain names are not 
being renewed on a timely basis.  Are these domain names that the domain name 
holders really want?  Are the domain name holders getting adequate and timely 
notice of the expiration?  Are they getting second and third notices before 
the domain names expire?  Can we as the NCC perhaps help to improve the 
notice system? 

But I do not think it is ICANN's job to protect domain names if the domain 
name holder does not do so himself/herself/itself.
