And when there are prices mentioned, what role did ICANN play in
determining the price?

   I assume that the restricted TLDs have good reasons to charge
different prices, if they are spending money to evaluate the merits of
various registration applications, which is costly, so the fact that
prices appear to be higher than the open TLDs isn't by itself
necessarily a problem.
