Seems that Karl has properly focused on the real context of this DNSO
budget issue.
On one hand, the DNSO budget is dedicated to cover the cost of operation
of DNSO. As such, it is fully justified to seek for income to face DNSO
expenses (secretariat, professional sevices etc.).
BUT, by no way, lack of payment of the NCDNHC (the only non-commercial
body in that SO) should yield impigement or non voting status of this constituency.
