Nomination and voting are slightly different.
Nominating is aimed to open the competition between valid candidates
(better to have multiple choices), and voting is made for selecting
final candidates. Final selection is made by a restricted list of voting
members, but it doesn't hurt to have a broader input at the nomination
level to ensure diversity and openness of candidates.
Voting right of Kent was challenged anyway (by me at least).
