ICANN has sent a status report concerning its work under the Memorandum of
Understanding with the United States Government. While the report claims
that its "process of implementing new TLDs [Top-level domains]" as required
by the MoU is "well under way," even though ICANN has only approved 7 such
domains during its nearly 4 years in existence, and is not likely to
introduce more TLDs until 2003 at the earliest. In addition, the report does
not specifically mention ICANN's refusal to hold further public elections--a
decision that apparently contradicts the Memorandum, which was "intended to
foster the development of a private sector management system that, as far as
possible, reflects a system of bottom-up management."
