Not far fetched. This is exactly what an MPAA lawyer (was it Jack Valenti?) 
was asking ICANN to do, back in 1998 during the Singapore meeting.
The IP lobby's almost fanatic opposition to  an ICANN at large membership 
or even a representation of Individual DN holders in the DNSO stems from 
this issue.
