Yes, this is really unnecessary and burdensome. The problem
is not so much a reasonable conference fee per se, but 
that ADDITION of such a fee to the major travel and
lodging expenses that are required for participation. 

I don't see how this idea will fly.

On one particular point I would like to solicit comment: is there a 
consensus within the NCDNHC that charging conference fees for ICANN 
meetings would create a barrier to attendance for NGOs?
