Encumbering ICANN with a formal, governmental relationship -- no matter 
whether ITU or US DOC -- is the same step as Lynn is proposing.

However be careful what you wish for.  Such encumbrences carry their own 
problems.

And remember that you are trying to fix a problem that does not exist.  It 
is merely one that you are worried about, in spite of several years of 
evidence that it is not a problem.
