Dear Mr. Wallis,

With respect to point 5 of your letter, consumer interests could
participate in any ITU process, including any potential discussions
regarding IP-based networks and IP-based services, by joining ITU as
Sector Members, or ITU-T as Associate Members.  Certain groups may also
qualify for A.4 status.

With respect to point 10, ITU-T could work with GAC and ITU-T Member
States to help ICANN to develop the minimum standards you mention, if
ITU-T Member States authorize such work and if ICANN requests the
assistance of ITU-T.
