I agree that we should respond, but I think a resolution may take too 
long.  Also, I believe that the Board may not have realized the extent 
to which $35K acts as a barrier to NGOs (after all, two NGOs won TLDs in 
the 2000 selection and several others bid.

I would therefore suggest that AdCom draft a letter to the Board 
outlining our concerns.  It is my hope that it may yet be possible to 
work out a solution with Directors and staff -- such as a process for 
applying for waiver.
