Please note that ICANN did not say "replace totally".

Something to seriously consider is the possibility of a terrorist attack
on the ICANN meeting itself.  Recent news reports in the US have
officials saying that the Sept 11 attack may well have been the first of
a wave of attacks aimed specifically at the US economy, and there are
several reports of suspicious activity -- eg, people getting special
drivers licenses for transport of hazardous materials (eg, tanker trucks
of gasoline) under suspicious circumstaqnces; and authorities are
stepping up inspections of commercial trucking.  Also, MdR is just
minutes from LAX.

Objectively speaking, there are probably bigger and better targets than
an ICANN meeting, but it is symbolic of the "new economy", and an 
attack in the next few months wouldn't need to be big to be extremely 
effective psychologically, and would certainly have an effect on the US 
economy.
