Still is it not an official position yet.

This was understood by others, as me, as something

on the list that North Americans develops their own position.
The members never voted on North American position, so such
document still remains as a North American position, and not
a position of the NCDNHC as a whole.

Milton, you are G'd blessed with money, with resources as many
North American organizations that can afford to travel everytime
that the North American representative of the NC wants to hold
regional consultations in Washington or somewhere else.
Sadly neither I, neither the African representative, I don't know about
European neither Asian, have the same good luck.

You said it:  Initial Position!!!  This position it is not valid yet. 
And
as a way of respect to our members and to the people outside the NCDNHC
that receives 
such documents that are not official positions of the NCDNHC, lets
officialize and formalize
such positions.  The only way aprooved in our charter to officialize and
formalize any position
is by holding a legimit vote.

This document has to be voted paragraph by paragraph!!!  
Nothing says that we have to aproove or disaproove a whole document
when we are partially agree with some statement and other's we are not
agree, and we have the right to agree in the paragraph we are agree
and we have the right to disagree in the paragraph we are disagree.

Milton, we have to learn to be formal in our work.  Be formal it means
to follow the proper process and officialize things, The members has the
right to decide every issue that affects the Non-Commercial sector and
even has the right to decides what affects and what doesn't affects the
Non-Commercial sector.  We the AdCom has a high and important task to
organize such proper process of consultation and votation and we have
the duty to assure that such rights of vote in all issues relevant to
the NCDNHC be executed.
