The fact that a few million dollars is inadequate has nothing to do with
"technology diffusion". It has to do with being too little money for such
a large problem.
Technology diffusion is about the criteria and rate of adoption (that is,
the USE) of technology by increasing numbers of people.

if you intended to use both those words correctly, then yes, that is
exactly what it is. (American Heritage Dictionary, on
"parochial": "Narrowly restricted in scope or outlook".)

Indeed, it IS quite a small sum of money. Hence it should be very easy for
the constituency to fund itself through normal, reasonable means, rather
than by increasing the burden of people interested in a .org name.
