Thanks for your good-humored commentary. 
Any legitimately made motion will be handled according to the
rules. I was not talking about "motions" but about "agenda items."
I think you know, having been in numerous meetings of this
sort, that an open-ended agenda item such as "what can we
do to improve DNS security and robustness?" is unlikely to be
productive. However, if anyone submits 
a specific proposal it is welcome.

We might put a "brainstorming session" at
the end of the meeting, to make sure it doesn't crowd out 
actual decisions we need to make.

on the procedural side, it should be self-evident that any motion by
members will be given a fair deal. Did you suspect you wouldn't?

Re your other worrying comment, about what motions will be given
consideration, let's see the constituency decide. It seems aprticularly
inappropriate to speak about open-ended proposals after the continuing
string of those we've had.
