I disagree emphatically with any attempt to
make list moderation a cumbersome
and politicized process. 

There is no room for "opinions" about whether 
someone has sent more than two messages in 
a day! It is a simple fact. We all know that 
our current membership officer is a fair
an honest person and we should trust him
to do the job. If he does something wrong,
we can take corrective action.

Your idea is precisely what is wrong 
right now with NCDNHC. We cannot perform the
simplest administrative functions without someone
(usually part of a tiny minority) calling for a complicated
political process. Those processes take enormous
amounts of time and energy and only serve to
divide people. That kind of activity ONLY serves
the interests of people who want to paralyze
this constituency.

whatever we do with the posting-limit rule (I'm mostly against it), the
**one** thing that we must not do is assign a single gatekeeper. A wide
spectrum of organizations have proven how wrong this can go. If there is
to be a gatekeeper function it better be shared among people with diverse
opinions, and have a clear, expeditious appeals mechanism which can go
public. This applies even if the rule is as apparently objective as
