The Internet Corporation for Assigned Names and Numbers will not permit
anyone to distribute leaflets or other such materials at its Nov. 2001
meetings unless they pay at least US $5000. Critics charge that this ban
inhibits free speech and goes against ICANN's own rules, which require the
Corporation to "operate to the maximum extent feasible in an open and
transparent manner."
