The Internet Corporation for Assigned Names and Numbers' At-Large Study
Committee has issued a draft report that suggests several changes to ICANN's
governing structure. Among other things, the Committee recommended that
voting rights should be denied to people who do not hold their own domain
names, and that potential voters should be forced to pay an "annual,
recurring fee." It also recommended that the number of At-Large Board
members be reduced to 6, despite suggestions from various observers that at
least 9 (out of 19) Board members should be publicly elected.
