[Ncuc-af] NCSG and NCUC elections

Hi Thato,

while I explained why I listed Asia Pacific as region of residence,
unfortunately, my point seems lost. I don't represent APAC neither I can
claim that, I represent the whole NCSG membership in the council.

in NCSG council election, there is no Africa or Asia Pacific seat, neither
the councilors are representing their region. NCSG charter has gender and
geographical diversity requirement in a way to encourage diversity and
ensure that is done and not just empty words or inspirational goal (I was
co-rapporteur at CCWG subgroup on diversity and I can tell you how many
SO/AC are reluctant to have any mandatory requirements of sort ).
The balance among the 6 councilors will be fluid as the charter only state
that no more than 2 councilors from the same region (to avoid any region
dominating)and composition can differ anytime after every election. That
also ensures that people can run anytime without fearing being excluded
because of some restrictions.
What is important to point is: there is no a seat or slot linked to a
region and any elected is representing and accountable to all members as he
or she is elected by the same membership.

so if we want to encourage someone to run, he or she will have to explain
to all members from over the world why he or she can represent them and
not just speaking for his or her region. I believe we would expect the same
from candidates coming from other regions. Currently, Arsene is listed as
councilor residing from Africa still on his first term, so only one another
African can be elected for this year.

at the end what matters is if we Africans want to advance one issue or
policy position in GNSO, what are exactly those issues? do we have specific
views on some ongoing GNSO policies from Africa standpoint impacting Africa
users? we got to be "programmatic" and strategic here, identify issues and
develop policy positions.
I don't think that is far from what Benjamin stated. it is possible to do
such identification and mapping of the issues first. I am happy to share
all updates and summary every time, so ready to respond and to guide if we
want to do such activity either during PDP or when there is public comments
or something. I am happy to see more Africans jumping and joining the
comment drafting effort even taking the lead as penholders. That is a
positive evolution and will have an impact in long run.

I don't have any specific comment on NCSG chair election or NCUC election
(for chair and EC, and that is not started yet) since the former is totally
different. For NCUC EC, there is a regional seat per bylaws and our current
representative is Ines.
