[NCUC E-team] budget allocation for NCUC website

Dear E-team

In EC archives you'll see a conversation going on about budget
allocation for NCUC website.

There is a budget of 5k usd to be allocated until January, invoice to
be reimbursed by ICANN

Maybe will be transferred to next year if not used

Maybe next year no more money is allocated

So we`ve been gathering suggestions about this.

Would be great if you could chime in too
