[NCUC E-team] lists spring cleaning

Hi

I've taken a look at our lists

ncuc-discuss had about 150 pages of spam queued

And a few subscription requests, among them of members

I'm asking Maryam to check on those

But NCUC-EUR and NCUC-NA I could subscribe w/out being a member

Maybe because I'm admin now?

Can anyone pls check enabling subscription approval for all lists?

I've probably seen it but it was quite a cleaning so appreciate a
little help here
