[NCUC E-team] SPF record for ncuc.org

Dear all,

Some NCUC list mails have been caught by spam filters, especially Google's.

That could probably be helped to some extent by creating SPF record for
ncuc.org.

The only downside is that we'd need to know all hosts where mail with
@...ncuc.org can come from. As far as I know only such now come from
ncuc's own server, so it would not be a problem, but if someone is
using or planning to use some @ncuc.org addresses otherwise they'd
have to be separately accounted for.
