[NCUC E-team] NCUC Site is Down

Just a quick note for the record, there were apparently at least two
independent causes for the failure yesterday: network overload
(possibly due to a DDoS attack) and Wordpress database corruption
(most likely due to a failed automatic security update).

It took couple of hours yesterday to get things back to normal - in
particular I had to restore Wordpress database from 3 days old backup
(more recent ones were also corrupted, so apparently the database
was initially broken around April 18).
