[NCUC E-team] Need new Program Team mail list

Hmm. Besides Brenden and me, Pranesh and Wilson still have
full admin access to the server. I can add others but preferably
only people with at least some experience with Linux system
administration.

It should be possible to create mailing lists from the
web GUI though, I'll try to set that up for Maryam.

But for the acute need, I can do it - should the address be
pt53 at lists.ncuc.org or programteam53 at lists.ncuc.org?
