[NCUC E-team] [NCUC-EC] URGENT budget allocation to strengthen NCUC server

Ok, not everyone has weighed in yet but I guess we have enough and that nobody would want further problems at the cost of a couple hundred bucks.  Thanks for taking care of all this Brenden and Tapani.
