[NCUC E-team] [NCUC-EC] NCUC You Tube videos License Release

The earlier two videos from last year were not under my purview. I could
adjust their licence

The live webcast I decided to keep standard since I am reprocessing that
material with constant titling identifying the speaker and the source and,
hopefully, slightly improved sync.

That processed video, as I get it done, is available for remix via CC-BY.

Progress has been hampered in the last day by my remote attendance at
meetings! But I hope to get it done by the end of the day today.

The only source material available at the present is the Adobe Connect
footage. ICANN have promised to supply Brenden with raw HD (480 GB's worth)
to bring back from Singapore. That will be archived and be available for
further remix purposes, but not for some time.
