[NCUC E-team] NCUC Membership Update Needed

[Robin Gross]

We have interpreted these rules to allow someone to be both an  
individual member and represent an organizational member.  But we may  
want to re-think that policy in the future.

We have not allowed a person to represent more than one organization  
however.
