[NCUC E-team] VPS Purchase

Hi Bill,

We've more less done all the planning needed, we now need to
implement. The plan is to overhaul the current website and build a new
one with all the features of the current one + others added.  We are
building a visually attractive website that also offers as much
interaction with the public and members as possible. A website that
will empower the inreach and outreach teams do their work while
representing the constituency. The main features have are already in
the document I sent yesterday.

Action points are as follows.

- Brainstorm on requirements, planning, duties of team members,
skillsets etc [Done]
- Send Request to finance team to purchase [Wilson]
- Purchase the Virtual Private Server [Milton]
- Install & configure the operating system [Wilson, Tapani, Avri]
- Install Mailman  and migrate all lists [Tapani]
- Deploy Website Drupal/Wordpress [Wilson, Tapani, Sarah]
- Website Content Management [Wilson, Avri, Ed, Sarah]
- Change MX & A records for ncuc.org to point to new server [Brenden, Wilson]
- Integrate other tools & modules such as collaborative working
(etherpad), project management (redmine?), membership management,
archive [Avri, Tapani, Wilson]
- Maintenance [E-team]

Note: Most of the last steps above are not necessarily in order of
execution and will thus be done concurrently.

Beijing is still the target for this but i am optimistically thinking
we'll be done well before that deadline.
