Take a look "NCUC Members" there, or directly at

http://new.ncuc.org/ncuc-members/

That data, including member and country counts at the top,
comes now directly from the database and thus is as accurate
as anything we have.

In particular, look at the list of individual members at
the bottom and look for ones without country: it would
be helpful if you know some of those and could help fill
up the gaps.

There's still no pretty page showing country distribution,
but the data is here:

http://ncuc1.ncuc.org/members/stats.html

Thus the percentage of americans is 28.8-31.6%
(or, equvalently, non-americans 68.4-71.2%),
depending on how many of the unknowns are from USA.
