[Bylaws] Notifying staff?

Dear all,

Unless I'm mistaken, we are required to notify ICANN staff of
attempts to change the bylaws at the beginning of the process.

While it could be argued that we're only continuing process that
started in 2011, I think the intent is to give them advance
warning of when they might have new proposal in their hands,
so we probably should notify them now.
