<p class="MsoNormal" style="margin:0cm 0cm 8pt;line-height:115%;font-family:Aptos,sans-serif"><span lang="EN-GB" style="font-family:Aptos,sans-serif">DNS abuse
mitigation has become an increasingly important part of maintaining a secure
and trustworthy Internet. Registries, registrars, and other stakeholders are
expected to respond promptly to threats such as phishing, malware, and botnets.
However, these efforts can unintentionally affect legitimate domain name
holders, especially civil society organizations and individual end users.</span></p>
<p class="MsoNormal" style="margin:0cm 0cm 8pt;line-height:115%;font-family:Aptos,sans-serif"><span lang="EN-GB" style="font-family:Aptos,sans-serif">Domain
suspensions and takedowns are sometimes implemented with limited transparency,
unclear procedures, or inadequate opportunities for registrants to seek review.
The growing use of automated detection tools and third-party reporting has
caused concerns about accuracy, accountability, and the impact on lawful online
activities. These issues are often more acute in developing countries, where
registrants may have limited access to legal remedies, face language barriers,
and lack resources to navigate complex processes. Similar concerns are also
emerging in developed regions.</span></p>
<p class="MsoNormal" style="margin:0cm 0cm 8pt;line-height:115%;font-family:Aptos,sans-serif"><span lang="EN-GB" style="font-family:Aptos,sans-serif">The session
will look at the way civil society organisations and end users experience DNS
abuse mitigation policies in various regions, with representatives from civil
society, the technical community, the parties that have been contracted, and
the internet governance community providing practical experiences, pointing out
the gaps in transparency and due process, and debating how to put into practice
effective abuse mitigation that respects fundamental rights.</span></p>
<p class="MsoNormal" style="margin:0cm 0cm 8pt;line-height:115%;font-family:Aptos,sans-serif"><span lang="EN-GB" style="font-family:Aptos,sans-serif">The
session, by concentrating on real-world experiences, seeks to promote a
well-balanced discussion concerning the strengthening of responses to DNS abuse
while at the same time preserving freedom of expression, just access to domain
names, and trust in the Internet ecosystem; it will also point out
opportunities for developing more transparent, accountable and
rights-respecting approaches which support both Internet security and end
users.</span></p>
