I hope all of you are well and I wish the new EC group the best of luck. <o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>I am writing to share my concern regarding the process being used to fill the NCUC representative vacancies for the other committees, but especially for the NCSG EC. <o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>It seems that there is either a lack of clarity or understanding of the required processes for selecting members for these roles that are outlined in the NCSG Operating Procedures document, which can be found on the NCUC web site. <o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>The main points…<o:p></o:p></p><ol style='margin-top:0in' start=1 type=1><li class=MsoListParagraph style='margin-left:0in;mso-list:l0 level1 lfo1'>The message allowed for only 6 days to apply. The procedures call for a minimum of 14 days.<o:p></o:p></li><li class=MsoListParagraph style='margin-left:0in;mso-list:l0 level1 lfo1'>The message must include several points that were not included in the message that was sent, such as the selection process, qualifications, etc.<o:p></o:p></li><li class=MsoListParagraph style='margin-left:0in;mso-list:l0 level1 lfo1'>Appointments are made after a review of applications by the EC (not by fiat by the chair). <o:p></o:p></li></ol><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>I observe that there seems to be some confusion regarding that last point. It is a matter of record that earlier this year an EC member was appointed to the NCSG-EC by the previous chair. There seems to be general acceptance that this was done as a matter of expediency, mainly having to do with taking advantage of a travel slot to an ICANN meeting. Nevertheless, and having nothing to do with the merits of the individual, the fact is that established procedures were not followed, and it is difficult to see how bypassing the required processes serves the community. Now is the time to rectify that situation.<o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>I therefore call upon the Chair, together with the EC members and the community’s ICANN Org support team, to revisit the process currently underway and rectify the shortcomings. Specifically, reissue the call for applications with an extended deadline, including the points required in the message by Section II, subsection A, of the NCUC Operating Procedures, and calling for applications to fill two NCSG-EC positions.<o:p></o:p></p><p class=MsoNormal><o:p> </o:p></p><p class=MsoNormal>Finally, although neither the bylaws nor the operating principles explicitly prohibit a member serving in multiple roles, I urge the NCUC-EC to examine the prudence of this approach and consider the message the community may get from this practice. I believe that we are all hopeful that more members may be willing to take an active role in the community, and allowing this practice simply prevents yet one more person from that experience.
