If so, then you just apply that (for the future). Of course you could decide on coming up with more developed rules but then someone has to start drafting it.</div><div class="gmail_default" style="font-family:verdana,sans-serif"><br></div><div class="gmail_default" style="font-family:verdana,sans-serif">I am not going to reply to Michael's insinuation that I was the source of spreading his email about per diem. That's beneath me. But from my experience, if there are concerns with the allocation of funds, then the appropriate response is to justify your decision and your request based on what has been customary at NCUC, the travel policy and other matters and promise to improve things. I think that's a more accountable way of dealing with issues rather than calling a member's complaint "ridiculous". </div><div class="gmail_default" style="font-family:verdana,sans-serif"><br></div><div class="gmail_default" style="font-family:verdana,sans-serif"><br></div><div class="gmail_default" style="font-family:verdana,sans-serif">In the past, EC members did not request to be funded for travel to ICANN from NCUC money. Once I requested it (after going to a meeting in Ireland which was partially funded and had to pay a lot out of pocket) and then withdrew my request because I felt uneasy. We are a bunch of civil society orgs and individuals, considering scarce resources we have, we need to build NCUC, so leaders decided not to use NCUC money as much as they could. Many times NCUC members have paid out of their pocket to attend ICANN meetings and work for NCUC. I am not at all saying you need to do this, but considering this background, if you submit requests to be funded multiple times then you need to be open to provide justifications and answer questions. </div><div class="gmail_default" style="font-family:verdana,sans-serif"><br></div><div class="gmail_default" style="font-family:verdana,sans-serif">One lesson I have learned from being in a leadership role at ICANN is that being responsive to questions and complaints however unpleasant they are, can bring greater outcomes, can make us more accountable and transparent and improve our processes. I don't see why and how the question of reviewing the decision came up. And<br>
would kindly suggest that we proceed carefully when interpreting and<br>
assuming that emails refer to starting a review process.<br>
<br>
On another note, and following up on Bruna's last email, I think this is a<br>
good opportunity for us to try and think about what procedures/good<br>
practices might be useful in building transparency or request for<br>
information regarding a particular decision. I ran through the operating<br>
procedures and think there is space to do so. Maybe we can continue to<br>
discuss this later, but thought it might be important to raise this now.<br>
I know I keep bringing up the Operating Procedures, but I really think that<br>
if we want to address some of the underlying issues that may well go beyond<br>
taking fires down (and I do not wish that this is interpreted as me<br>
diminishing the issues being addressed in any way) it is fundamental to<br>
think of ways in which we can embed practices within NCUC in general and<br>
NCUC EC in particular that meet the needs/demands we have been potentially<br>
identifying.<br>
