-----BEGIN PGP SIGNED MESSAGE----- Hash: SHA256 Dina Solveig Jalkanen RFC-100812 ICANN Fellowship Program November 2017 FELLOWSHIP REPORT INTRODUCTION The ICANN Fellowship report concludes the Fellowship period. This report provides information on my ICANN60 input and subsequent involvement. 1. FELLOWSHIP PROGRAM PRIOR TO ICANN60 My involvement with ICANN started at the Internet Freedom Festival (March 2017) through an ICANN outreach by David Cake and Renata Aquino Ribeiro. After the information session, I requested information on the current working groups and followed up with David Cake. After applying for a Fellowship, I have prepared for the ICANN60 meeting by following live sessions from ICANN59 and regional events, as well as reading documentation, working on Public Comments and being involved in several working groups. I have also coordinated my progress with my Fellowship mentor, as well as with NCUC members. FELLOWSHIP SESSIONS I find the structure and amount of Fellowship sessions to be sufficient and useful. Opportunities to engage with different ICANN representatives were very valuable, and I support the Program content format. Overall attention to fellows' well-being, and quick answers to travel questions were both excellent. DISCUSSION The ICANN Fellowship Program is relevant to the Objectives within ICANN Accountability Indicators. Program's transparency should match ICANN's goal of addressing questions and issues openly; looking for a solution should take priority over a closed, non-communicative management model as seen in addressing recent privacy policy violations. Engaging and willingly providing detailed information would send the broader ICANN community a positive message. We could benefit from making the following information public: - all previous feedback points, followed by how they were addressed - process of handling of personal information - program's KPI at present and during previous rounds 2. MY INPUT DURING ICANN60 2.1 GLOBAL INDIGENOUS FELLOWSHIP DEFINITION The ICANN Global Indigenous Ambassador Program faciliates First Nations engagement from underrepresented indigenous communities. PRESENT STATE Selecting applicants for ICANN61. FUTURE INVOLVEMENT After ICANN60, I was named EURALO liason to the Evaluation team for Global Indigenous Fellowship (GIF). After this round, I intend to assist with the program's framework as well as look into possible inclusion of the GIF application procedure within the Fellowship program. 2.2 AT-LARGE TECHNOLOGY TASK FORCE DEFINITION The At-Large Technology Taskforce (TTF) examines Information and Communication Technologies within the ICANN At-Large Community and, if needed, elsewhere within ICANN. PRESENT STATE The TTF has addressed translation tools issues, such as Adobe Connect connectivity and minor bugs in the mobile application, as well as replacing the current machine translation tool used for the LACRALO mailing lists with an improved machine translation tool. More on the subject: https://community.icann.org/display/atlarge/At-Large+Technology+Taskforce+Work+and+Projects FUTURE INVOLVEMENT I provided input on migration to Open Source tools during the live session and volunteered my help on a specific task. I appreciated the opportunity to meet TTF members in person. 2.3 Universal Acceptance DEFINITION "Universal Acceptance is a foundational requirement for a truly multilingual Internet, one in which users around the world can navigate entirely in local languages. It is also the key to unlocking the potential of new generic top-level domains (gTLDs) to foster competition, consumer choice and innovation in the domain name industry. To achieve Universal Acceptance, Internet applications and systems must treat all TLDs in a consistent manner, including new gTLDs and internationalized TLDs. Specifically, they must accept, validate, store, process and display all domain names." Source: https://www.icann.org/resources/pages/universal-acceptance-2012-02-25-en WG information: https://uasg.tech/ PRESENT STATE At the ICANN60 session, UASG provided an overview of recent work and outlined future points to address. The implementation of UA is still far from being achieved, though it does not depend on the wg. E.g. entities behind inspected browsers in Universal Acceptance of Popular Browser (UASG016) were notified of the group report, only to receive one non-commital response. While more awareness is needed, the wg has published a substantial amount of relevant documentation, e.g. Quick Guide to Linkification (UASG 010). FUTURE INVOLVEMENT I have joined UASG prior to the ICANN60 meeting. Unfortunately, I could not come early enough for the full day of wg work prior to the ICANN60 meeting. I intend to do so next time. Participating in the UASG session was of great importance to me, getting to know the group and meeting Don Hollander who has taken on the role of active member and coordinator. After the meeting, I have been tasked with reviewing Programming Language Criteria (UASG018). 2.4 GNSO Next-Generation Registration Directory Services (RDS) to replace WHOIS Policy Development Process Working Group Meeting DEFINITION "In April 2015, the ICANN Board requested to initiate a GNSO Policy Development Process (PDP). The goal of the PDP is to 'define the purpose of collecting, maintaining, and providing access to generic top-level domain (gTLD) registration data, and consider safeguards for protecting data'." More information in ICANN60 GNSO Policy briefing: https://gnso.icann.org/en/issues/policy-briefing-icann60-12oct17-en.pdf PRESENT STATE I have joined the wg first as an observer, then as a member prior to ICANN60. I followed the reports of the drafting teams during the live session. FUTURE INVOLVEMENT Following group work progress. 3 IMPORTANT HIGHLIGHTS RIPE NCC and EURALO Memorandum of Understanding for the Purpose of Collaboration (MoU) signing by Axel Pawlik, Managing Director, RIPE NCC and Olivier Crépin-Leblond, Chair of EURALO. The signing parties agreed on collaboration for the duration of one year, supporting Internet development in the European region through encouraging member participation in Internet standards and policy work, support for IPv6 adoption and an open multistakeholder Internet Governance model. Full text of MoU: https://community.icann.org/display/EURALO/RIPE+-+EURALO+MOU [Accessed November 10, 2017] GAC meeting highlights were the discussion of the dot Amazon issue. GAC provides advice which it insists be implemented. The commercial counterpart suggested a compromise which was found lacking by several countries of the Amazon region. The European Commission's comment on the dot amazon issue is relevant to ICANN evolvement: "It's not only about setting a precedent, but about the future board and GAC advice balance. Vital multistakeholder model to be upheld." Detailed live Tweet feed: https://twitter.com/NGC_3572/status/924575878297849858 [Published October 29, 2017] The ICANN Women in Leadership - From Declaration to Action session provided valuable advice for female engagement within the ICANN community. More experienced ICANN women have shared valuable viewpoints on diversity, progression and having courage to weigh in as a newcomer. I found this session accepting of differences and supporting. The retirement of Steve Crocker from ICANN was acknowldged with great gratitude, warmth and humor within the ICANN community. The format of this report is honoring the Request for Comments series in memory of the very first RFC. 4 PUBLIC FORUM Attending Public Forum provides an opportunity for anyone to voice their concerns. Security screening of board members was emphasized, and later resolved voluntarily and in good faith. Many questions at Public Forum were either out of ICANN scope or irrelevant. For example, GDPR issues were discussed in a dedicated session, actions against governments and censorship are better addressed within ISOC or UN. I hope to see fellows and newcomers use Public Forum to raise valid policy related questions and bring content which would otherwise not be addressed. 5 OTHER SESSIONS My schedule: https://icann60abudhabi2017.sched.com/dinasolveigjalkanen 6 DISSEMINATION ICANN was mentioned in my lightning talk "No slaves, no masters: no BS engagement tips for resilient Internet" and a full-length talk "The lie of a black hoodie: hack the planet! Some history and pentesting perspectives" at the Free Society Conference and Nordic Summit (FSCONS), Oslo, November 2017. I suggested Indigenous outreach to young people of Canadian First Nations to NCUC and covered several ICANN related issues in a Mastodon microblog: https://social.weho.st/@thomascovenant 7 ENGAGEMENT AFTER THE MEETING After ICANN60 I was accepted as the first Finnish EURALO individual member. Apart from the above-mentioned tasks, I remain an active member of the respective working groups and my constituency. I have founded and am leading a Public Comments Drafters group within NCUC created for a hands-on approach to working on a first Public Comment and supported by NCUC chair and more experienced members. The group idea started with several ICANN60 fellows expressing interest in NCUC work and requesting a more practical introduction. On behalf of NCUC, I would like to thank the Fellowship Program for providing the opportunity to network and listen to newcomers' input. ACKNOWLEDGEMENTS I would like to thank Fellowship mentor Hfaiedh Ines and Siranush Vardanyan who were available to answer questions prior to and during the meeting. You have let me pursue my interests and policy involvement during Fellowship sessions, which was considerate and of use for my future work. My gratitude goes to more experienced members of NCUC, as well as Johan Helsengius, Tapani Tarviainen and Renata Aquino Ribeiro in particular for working with me closely during the meeting to addressing multiple policy and ICANN issues. The purpose of getting to know the ICANN structure, meeting the community and contributing consistently has been achieved. Finally, let me apologize for the Nordic communication culture which favors minimalistic, functional communication and tries to avoid redundancy.
