Over the last six weeks on our mailing list, members of the NCUC have<br>
been working to develop a RightsCon proposal which relates to our<br>
mission and constituency objectives. We would now like to ask the<br>
Executive Committee to consider supporting its submission. I have<br>
attached a copy of our tentative proposal to this email, and you can<br>
also review the Google Doc here, where you can see the different<br>
iterations that we have gone through in crafting this proposal.<br>
RightsCon is very competitive and it is hard to know if this is<br>
something which might be accepted, but I think it is worth a shot, as<br>
this is something we could speak knowledgeably on. Thank you to you<br>
and the EC for your consideration.<br>

Proposals are now open for RightsCon in Toronto next May.<br>
<br>
Enforcement of the European Union's General Data Protection Regulation<br>
(GDPR) begins a week later, on 25 May, so I am thinking this could be<br>
a unique opportunity for us to pitch something to do with GDPR and<br>
ICANN's efforts (or lack thereof) to bring WHOIS into compliance with<br>
it.<br>
<br>
I have drafted a proposal on Google Docs. You can see it here, and<br>
please feel welcome to make edits or to suggest additional/different<br>
speakers.<br>
<br>
If there is support for this proposal, once more refined, I will seek<br>
permission from the EC to submit it. For now, it is only an idea.<br>
