The existing bylaws provide a mechanism---even if we don’t have constituency reps to Council, those Councilors who happen to be in the constituency could serve along with the others mentioned. In the absence of one we’ve tended to just sort of vet and get rough consensus on ncuc-discuss, which alas would not be easy on less than a 24 hour turnaround. Anyway, hopefully nobody complains post hoc about an EC decision that’s not envisioned in the bylaws.
