ICANN 53 is a crucial event in the IANA transition timeline, given that most operational working groups would likely have tabled their draft proposals by June. Developments in Buenos Aires may also probably affect the WSIS+10 review and could even trigger a larger debate on the effectiveness of ICANN multistakeholder model. As a member of the Indian academia, I would like to attend ICANN 53 in person to articulate as well track IANA transition developments of interest to Indian non-commercial constituencies. I'd be grateful if the NCUC EC were to consider my application favourably. Please find our detailed response to the NCUC's eligibility criteria below:</div><div class=""><br class=""></div>1. Voted in the previous year’s NCUC election, if eligible at the time;<div class=""><br class=""></div><div class="">Was not eligible.</div><div class=""><br class="">2. Are actively and verifiably engaged in NCUC’s work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO or cross-community working groups;</div><div class=""><br class=""></div><div class="">Active participant and contributor to the Cross-Community Working Group on Enhancing ICANN Accountability. Contributions to CCWG mailing lists and at March F2F meeting in Istanbul can be verified. In addition, the Centre for Communication Governance hosts regular briefings and discussions on the IANA transition and internet governance to non-commercial stakeholders in New Delhi.</div><div class=""><br class="">3. Need to be at a given meeting because the above mentioned work will be advanced there;</div><div class=""><br class=""></div><div class="">The CCWG-Accountability will begin meeting on June 19, a full day ahead of ICANN 53. The Centre for Communication Governance also produces a report after ICANN events, for which in-person participation is beneficial.</div><div class=""><br class="">4. Agree to participate in any NCUC, NCSG and GNSO meetings held during the meeting;</div><div class=""><br class=""></div><div class="">Agree </div><div class=""><br class="">5.
