[NCUC-EC] Regional outreach email template

Dear all,

I have sent you the lists individually for the purpose of the
regional outreach.

As you may notice, it is a bit longer than what I have announced, but I
believe still somewhat manageable.

I would kindly ask you to get through *at least 10 of those out by Tuesday
5 Oct COB your regional time,* so that we can hope to maybe have some
answers to discuss for our next EC call.

As I mentioned to each of you individually as well, please check that the
organizations in question are not those of some of our most active members;
given that this outreach effort is designed for the purpose of getting orgs
that may have forgotten about us engaged once more, members that are
already active may wonder why we would reach out to them in such a formal
manner :)

As always, feel free to reach out to me in case of uncertainty, and please
report any feedback and answers you get (negative or positive) in this
thread, although I would not necessarily encourage you to share the details
of an email sent to you "privately" on this publicly archived mailing list.
