[NCUC-EC] ICANN and the Internet Governance Ecosystem panelist

Theres no set process, but if you're interested, I think the best would be
for us to still open it to everyone and for you to show interest in the
main thread. I don't expect there to be an avalanche of interest anyway ;)
What would you think about that?
