As to online v face-to-face and the effect on consensus, I am sincerely not sure how we can say we are the Internet community, we work with consensus we have been doing online meetings for years and then argue that we might not be able to come to consensus online! This is not and should not be (at least for us-the icann community) uncharted territories.

I think NomCom should go ahead and make it its job to reach consensus online. I don't think there is any other option here. If you need online tools such as live video calls etc I am sure that can be arranged.

On the one hand we see the new (and exciting) opportunties of an online-life. On the other hand we recognize also the limits of the virtual world. Not everything can be substituted.

Here is a recent example where one some lessons can be learned: Last week we finished our annual summer school in Meissen. We had long discussion in May/June what to do: Move everything into the virtual space? Cancel it? We decided in favor of a hybrid meeting with a mix of safeguards. We reduced the fellows from 30 to 16. Fellows (and faculty) came only from "safe" countries with no long distance flights. Half of the faculty gave lectures and workshops via zoom. Majority of the offline-workshops were outside in the garden or an the terrace. We had two big screens in the lecture hall, one for the slides, one for the (zoom-) speaker. Fellows had their own tables with 1.5m distance. We did have some cameras which allowed the lecturer to have a look into the whole room and allowed the fellow to go to the micro and communicate with the faculty member directly. After each fellow we disinfected the micro. Mask were obligatory in the whole academy. It worked quite well and we had a good level of interactive communication. But with all the online opportunities, we realized that the F2F communication can not be substituted. It can help to fill some gaps. It solves some problems, but creates new ones.

Lets come back to the NomCom. It is incredible what the 2020 NomCom has achieved under this circumstances sofar. Our leadership team, chaired by Jay, and the whole team, including staff, does a great job. However, it is unclear - at least for me - how we can bring this to a good end. The last mile is the most complicated and with the experiences of seven ICANN NomComs I know, what I am talking about. To have a succesful silent diplomacy online if it is midnight and the clock is ticking is a big challenge. Lets wait an see.

It is hard to tell (at least to me) from the report whether the impact COVID19 has on the process is due to lost time as members adapted to online-only toolsets, and therefore are unable to reach consensus on time; or if it is due to the online tools not being adequate to get the job done on time. Could you clarify this please?

The whole 2020 NomCom process is online sind February. No difference to the rest of the ICANN Community. So far, the Online process and the 20+ Zoom three hours meetings we had workd fine. We have now excellent short lists. No problem. Everything is very good. So far.

With my personal experiences of seven ICANN NomComs, I expressed my sceptisism that I have doubts that a consensus can be reached online in the remaining time. The last mile is the most controversial. If you have four or five equally qualified candidates - and this is the case this year - it needs a lot of consultations, conversations, communications to pick the final two with the agreement of all 16 voting members. My "scepticism" is very personal. I hope we can achieve a result. This would be great. But I am not sure.

<p>Based on around 40 virtual one hour interviews with candidates, done by small teams of NomCom members, we had four rounds of virtual discussions in July 2020 and produced for each of the seven positions shortlists. For the two positions in the ICANN Board we have now seven candidates on the shortlist. For the positions in the PTI Board, GNSO, CNSO and ALAC we have a smaller shortlists. <u></u><u></u></p>

<p>However, Covid-19 has disorganised our plans. We have discussed options, how to proceed. The bylaws calls for a final selection 8 weeks before the Annual Meeting, which would be mid August. There are some ideas, to create hubs and to have a decentralized process, but at this stage, I have serious doubts that we can reach consensus intime under this extreme circumstances. <u></u><u></u></p>
