BTW, time will come to think about restructuring ICANN as a whole. I raised this issue in Buenos Aires already in 2015 and called it Workstream 3, anticipating that, when the IANA transition is done and workstream 2 is implemented, time wil be ripe to rethink the whole structure of ICANN, taking into account the changes in the market as well as in the political environment.

What we have seen since the early days of ICANN is, that the balance, which was introduced in ICANN 1.0 (PSO, DNSO, ASO + GAC & RSSAC) was readjusted serveral times. The first restructrung was in 2001/2002 and produced ICANN 2.0 with the GNSO, CNSO, ASO and new ACs as ALAC and SSAC. GNSO itself became the subject of another restructuring around 2010 which produced the "two GNSO houses" (ICANN 2.5.) This was followed by the discussion on the IANA transition, which produced the opaque "empowered community" with three rather different SOs and four rather different ACs with numerous rather different constituencies which have different links to ICANNs core business in form of contracts, MoUs or stakeholder engagement (ICANN 3.0). And we have now a incredible complex review mechanism with 12 reviews which produce 250+ recommedations to the Board. Is this workable? Is this effective? The problems, raised here on this list are justified, but are - in my eyes - part of this bigger problem.

I could imagine that the next strategic plan puts ICANN 4.0 on the agenda. I doubt that an isolated restructuring of the NCSG as part of the non-contracted house as part of the GNSO as part of the empowered community won´t work. What is needed is a holistic approach and this takes time, energy, ressources and political will from nearly all (or many) sides. Brainstorming is always good. But think about the unintended sideeffects in the highly interdependent ICANN cosmos. And think about ICANNs core business.

<p>I acknowledge that I say this as someone who hasn't engaged in policy work for some time (for various reasons) and also being from New Zealand, where we currently have the privilege of living in a Covid-free community thanks to our strong political leadership and collective community action. However, this does give me a different perspective on ICANN, gTLDs, ccTLDs and relative priorities.<br></p>
