That is correct. It cannot, however, result in this:<br>

Abstains are per position, not per candidate (unlike in NCSG<br>
elections), so the only situation where abstains matter are<br>
if there are more abstain votes than votes for any candidate,<br>
in which case the seat is left vacant (presumably to be filled<br>
by some extraordinary procedure).<br>
