It does not mean the attendees are contributing to policy, but it means they are familiar with the basics of how to write a public comment for NCUC. I'm not involved in organizing this course, so I can't exactly speak<br>
to the intention of it, but I've carried out dozens of these types of<br>
trainings as part of my previous work, and we always gave out<br>
certificates at the end. I guess it might seem a bit silly, but if<br>
people show up and commit themselves to learning something new, it's<br>
nice to give them something tangible for their efforts. Certainly -<br>
the participants I've worked with always appreciated it.<br>
<br>
Also, there can actually be professional value to having something<br>
like that - maybe not as much in North America, but certainly in my<br>
experience it can be useful in Southeast Asia, parts of the Middle<br>
East, parts of Africa, etc. It's not like a university degree, but<br>
certainly something one might put on their resume if they were<br>
applying to a human rights NGO or something.<br>
